19. I have admitted, that with the Department, in the state it was in, when I took charge, the whole time of the head, was constantly required for improvement and reorganisa-tion, and I admit it is still necessary; but I respectfully submit, that when a Department, has been allowed to sink into such a condition, it is not fair, that the person on whom devolves, the unusual and heavy labour of reorganising it, should be paid, practically less, than his predecessors.
